Job Description

Primary Job Purpose

To provide a professional Development management service

* Support the delivery of key business performance targets and of Service Level Agreements in order to meet wider company business objectives.
* Responsible for the successful delivery of a portfolio of sites in the technical development phase, from pre-planning through construction delivery and to First Occupation. Lead an external project team consisting of experts in architectural and technical design, planning, estimating, surveying, construction, pre-contracts, sales, Health and Safety and relevant external subject matter experts, in order to deliver the key milestone dates to agreed time, budget and quality of design, whilst adhering to processes, policies, standards and procedures.
* Support the Company culture and values and the delivery of high levels of business performance and customer satisfaction

Key Responsibilities

To deliver technical development management expertise to the region

* Plan and manage all design and technical elements of the project throughout its lifecycle in order to achieve timely delivery to agreed Key Dates as well as delivering quality of design to agreed costs.
* Drive project ethos to maximise returns, using effective Value Engineering and Design Efficiency techniques
* After Build Start and during the construction phase, ensure that the external project design team deliver all information needed to achieve First Occupation.
* Ensure that all designs utilise standard template designs wherever possible and bespoke design is kept to an essential minimum.
* Drive the project team approach by forming and managing a cohesive technical project team, with clear roles and responsibilities. The project team consists of internal and external experts in land purchase, architectural and technical design, Planning, estimating, surveying, Pre-Contracts, Health and Safety, construction and sales.
* Attend all project, site and contractors pre-start meetings providing key technical input ensuring group standards and specifications are utilised and budget build costs are maintained. Full review of all technical information provided by the external consultants ensuring standards and specification is adhered to whilst mentoring and supporting the Architects in their role as lead consultant.
* Ensure that all information is stored in Datum and utilises the group standard naming conventions, file structures, etc
* Build good relationships with external architects and consultants and manage them to deliver against the agreed programme.
* Ensure all energy assessments are completed whilst maintaining cost effective specification in line with group standards.
* Develop and sustain good working relationship within the company, with third parties such as central and local Government and external consultants are key to the success of the role holder.
* Ensure management and colleagues are kept informed of progress and critical issues
* Monitor and report project and Development department measures as defined in the relevant dashboard.
* Work collaboratively within the regional Development department to ensure departmental targets are met, resources work effectively and quality of delivery is assured.
* Give and receive feedback openly and share knowledge, learnings and best practice in order to continuously improve the development process.
* Ensure compliance to Regional and Group processes, policies and procedures.
* Ensure that the design team are aware of their responsibility to achieve timely approvals from the Planning Authorities and NHBC.
* Register developments with the NHBC ensuring building control and warranty issues are addressed.
* Maintain an up to date knowledge of CDM to ensure compliance with the Regulations including production of various documentation at key stages of the development cycle.
* Be conversant with CML process.
* Ensure Designer Risk Assessments are completed as required on projects.
* Ensure timely responses to conveyancing queries to ensure Legal Completions are achieved in line with forecast
* Required to travel to visit sites and attend external meetings covering considerable mileage

* Maintain standards and consistency by keeping up to date and operating within the latest defined standard specifications, using the approved documentation, process, systems and source information to ensure consistent and effective performance
* Always fully comply with policies and procedures
* Actively engage and collaboratively manage relationships with internal and external stakeholders
* Undertake such other reasonable duties, commensurate with the job holder's experience and qualifications as may be required for the smooth running of the business

Person Specification:

Education and Qualifications

* NHBC in Construction/Building
* Degree level qualification in architecture or other appropriate subject is desirable.
* RIBA, CIAT or IPMA qualified is desirable.
* CSCS yellow card essential. Black card desirable

Knowledge & Experience

* Significant practical experience is a pre-requisite, which must include several years' operating in a Project/ Construction Management post in a corporate environment or in private practice.
* Ability to manage all aspects of a project from pre-planning approval through to build start.
* Prior experience of managing and supervising a team of professionals is a pre-requisite for this position.
* Experience in dealing with local and statutory authorities is essential.
* Working knowledge of the planning system, building regulations and NHBC standards is essential

Skills & Competencies

* A good working knowledge of MS Project.
* A working knowledge of REVIT is desirable.
* A working knowledge of AutoCad or other relevant 2D CAD system is desirable.
* A working knowledge of Internal Project Management Portal preferred but not essential.
* Good working knowledge of Microsoft Excel and Word.

Development Manager

* Fully competent in requirements of the role
* Capable of a degree of multi-skilling and with a reasonable variety of relevant experience
* Able to operate with minimum direct day to day supervision

Senior Development Manager

* Fully competent in role to a high level, multi-skilled and with an extensive variety of relevant experience
* Able to work autonomously and deal with complex cases and escalated issues
* Able to provide coaching and monitoring to develop others in the team

Assistant or Trainee Development Manager

* Competent in basic level of role
* Requires support to develop competence and skills in more complex areas of role
* Requires fairly close supervision and coaching
